If the unloaded primary current doesn't increase when they are connected in parallel, the secondaries are exactly equal in voltage. With equal number of turns and the same wire length, no derating would be necessary. If the wire length is unequal (as in most E-I transformers - each layer takes more length per turn), current won't share exactly. Still, most such transformers are rated for series or parallel use - any required derating is included in the manufacturer's rating.
