Resistor dissipation Question

Hi

Another primitive question here please. I used 250 ohm/50w resistor to reduce 45v (from V422 TO V377) for my B+ psu. I figured that it will dissipate around 8w. Yet the resistor is so hot i can't touch it. I am using a dale RH power resistor. Is it because I need a heat sink for the resistor? Or is my calculation off?
