RE: dropping AC voltage with a capacitor

Why not rectify it (about 28vdc) and connect heaters in series? You'll probably need a dropping resistor to get 24VDC (may not be enough extra voltage to regulate at 24VDC...). Or use a switching regulator with 12.6V output... about 90% efficiency.
