because it allowed the end user to "calibrate" his volt meter with a common zinc battery which, when new, puts out 1.56 VDC. That value, 1.56VDC, is the voltage drop one wants to see across that 15.6 ohm resistor and equates to 100ma per pair of EL34's (as you well know).
