Those 10 ohm cathode resistors you mention are not there to provide bias for the cathode. Their resistance is deliberately kept small so that they do not contribute significantly to the bias, which would be detrimental to class AB or B operation. Ideally, they would not be present at all but they are included solely to provide a convenient (and safe) point for measurement when balancing the tubes' quiescent current.
