Low value cathode bias is very common and nothing new.All the dynacos and the HK citations and the eicos all of them use the 10 to 15 ohm resistor to bias the cathode.Usually tho there is a negative voltage applied to the control grid.Im not typically a proponet of cathode bypass being odd order harmonics are canceled in the PP stage anyway.If your using a SE config tho your almost forced to use a bypass cap.
