OK, if you are going to be using this amp in ungrounded outlet, you'll probably still want the death cap. Make sure you tie it from the chassis to the Neutral (white) wire coming up from the outlet. On a polarized plug, Neutral is supposed to be the wide prong, or left slot if ground is on bottom. On Fender tube amps from the 70's, they had the death cap on a 3-position switch, so it could be switched from one AC leg to the other, or in the middle position the death cap was not connecte to either AC leg. You may want to do the same so the lowest noise option can be selected.

Yes, 0.022uF would be slightly safer because it would let less leakage current flow through it. If you do the math, at 60Hz, that 0.022uF cap is about 120Kohms, so it shouldn't cause too much of a zing. They call it a death cap because if it shorts out, then it's really dangerous. As long as the cap is good, it's really not that deadly.
