I'm anything but expert about tone controls. However, I KNOW that TCs should be completely out of the signal path, except during their occasional periods of use. The Baxandall configuration is well respected. To date, with its "unity" gain, Max Robinson's Baxandall implementation is the best I've seen. "Unity" gain makes for easy switching in to, and out of, the signal path.
Four bottles for a stereo TC setup strike me as being way OTT, but little ingenuity is needed to replace the cap. coupled cathode followers Max used with DC coupled ZVN0545A source followers. The "sand" allows for a (IMO) much more reasonable 1 bottle/channel implementation. BTW, Max suggested DC heating. I think all will be well if the Sovtek 12AX7LPS, a genuine 7025 equivalent, is used in combination with AC heating. Love that spiral wound, hum bucking, heater. :> D
