The schematic only shows one channel. One channel has a 235 ohm cathode resistor. The other channel has the 12ax7 filament as part of the cathode resistor. The 12ax7 is heated with the current of the output tubes of one channel.

It's not a Williamson circuit. It's a Mullard. The reason one plate resistor is smaller (28750 ohms vs. 33000 ohms)is to try to balance that cathode coupled phase inverter.
