The 6CA7s in the ST-70 are looking for about 5K; the 6B4 wants about 3K.
The screen taps are therefore more appropriate for the 6B4s- I would try that out and see if that gets you the power that you are looking for!
If you want a good quality output transformer optimized for push-pull operation with this tube, I have a nice one all sorted out at a reasonable price.
