Can someone help me by identifying the driver circuit used here-

This circuit has been recommended and would easily fit into my 76/45 amp but I would love to actually understand what's happening with it. The more I study it, the more I think I understand, but I might be missing the boat completely. Specifically, what's the purpose of the 390 from the cathode and what's the 1uF doing for the second grid? Too bad I can't read the site where it's posted. Can anyone point to any articles about this topology on the web?Thanks,
