First of all I'm assuming you are talking about the consumer Dolby B versus the professional DOlby A.

Dolby forced the B circuit to be standardized among all products with a decoder. the early units had discreet transistors, but I believe that NAtional Semi made a proprietary Dolby Decoder IC that was then used in a number of cassette decks.

I pulled the Dolby decoder board out of a scrapped Tandberg CAssette recorder, put it in a minibox and powered it with m12VDC. WOrks fine.
