RE: Would a passive x-over in a loudspeaker also create phase shifts same as an equalizer?

I think maybe your understanding of this is faulty. In most cases equalizers will function to correct phase shift by flattening the amplitude response. (Assuming flattening the amplitude is your objective.)

Speaker crossovers (almost) always add phase distortion. However, this phase distortion is not audible, by itself.
