Basically agree. If the speaker hasn't been designed to stuff the port you'll probably lose too much bas and upset the balance of the speaker.
There have been speakers designed with stuffed ports, the 'line tunnels' of IMF and Fried speakers and the most famous one the Dynaco A25, one of the great gifts to audio in the late 60s and 70s.
What stuffing does is decrease the output of the port. The more stuffing the more reduction. If you stuff it just enough so there is no longer an impedance peak for the port you end up with a box with a resonance at the same point as if it was a sealed box. And the roll off is now 12 dB/octave like a closed box not 24 dB like a ported box. Transient response is better since slower roll off implies less bass overhang. And if not way overstuffed the Q(call it bass quality) of the box will be lower(better) than if the same box were simply sealed but without the presuure release of the stuffed port.
