Indeed. See my discussion at the linked article, where I show how the
loudspeaker with the higher sensitivity is less efficient.

The least-sensitive speaker I have measured produced an spl of less than 80dB at
1m with 2.83V drive. However, as its impedance was greater than 50 ohms, it was
extraordinarily efficient.
