RE: Advice on building a pair of passive Subwoofers..

There are plenty of websites that deal in depth with subwoofer design. You can learn more there than you ever will here about existing designs that you can copy directly or use to help design your own. It's not that easy, especially if you have specific goals. That's a good first step: set a goal for what you want the speaker to achieve. Your 40hz goal is very reasonable, sort of like hitting a decent green with a 9 from 120 out. Much lower than, say, 30hz adds a bunch of pot bunkers and a water hazard in front of a postage stamp.

Abandon the notion of a passively crossed sub run from your existing amp. It is very difficult and expensive to build and integrate an accurate passive crossover for such low frequencies, and the power demand is substantial even before considering their inherent inefficiency.

Use a plate amp with a built-in active crossover. They are available for a few hundred dollars and make integration with your main speakers much easier. Start your search at Parts Express or Madisound. Both companies offer an extensive selection of drivers, amps, and complete kits at reasonable prices. Their sites also contain a lot of information.

A sealed sub will provide smoother and tighter response, and to get down to 40hz or so will not require a huge or complex enclosure. Building two modest subs instead of a single monster is good strategy, as placing two subs at different parts of the room will greatly smooth response. The room has as much to do with bass response as the speaker system.

As others have stated already, the driver you posted is completely inadequate.
