Are you certain it's the tweeters that are uneven? Could it be your ears? No kidding! The room? Just a few reflections can warp channel balance, especially the highs. The rest of the system? The midrange? A lot of what is perceived to be high frequencies actually comes from the midrange drivers, or, in a two-way system, the woofers. Carefully check all that before you start messing about with tweeter crossovers.
