BBC designed pro mini monitors that way because of the tiny playback venues.....

I would suggest that they would have wanted to hear a certain amount of bass, but they also would have wanted to avoid having to cram a subwoofer somewhere inside one of their tiny box trailer "rooms" - with their tiny main speakers sitting on top of their tiny desk consoles...
