In the olden days the fact that your ears response changes with level was recognized and accounted for with a loudness switch or like some BELL amps had a Loudness knob (and a volume knob).

If you look at the equal loudness curves (shows what it sounds like to your ears vs how loud it actually is), you can see the change. Your less sensitive to low frequencies when soft than loud and the threshold of even hearing 20Hz is around 80dB actual or about one hundred million times less sensitive than at 3-4KHz.
