Short answers are:
The +/- value in dB states the variance over the stated range. Usually such measurements are taken at a fixed distance like one meter and at a reference level.
Ideally, you want zero variance in output across the "traditional" 20 hz to 20 kHz range from the source. Actually, a 64' pipe organ goes down to 8 hz and many instruments have overtones > 30 kHz. Having said that, our ear varies in sensitivity over the ten octave range. Some (like me) prefer a smooth response but tilted slightly up at the bottom and slightly down at the bottom for the most natural sounding response.
