Older tubed integrated amps are a good buy and often neglected by the serious audiophiles. Eico made an ST-70 which was built like a tank and because they were offered as kits, offer those who are not afraid of a hands on approach a very good deal. The Dyna SCA 35's also come to mind, but they are more problematic. The separate amp from dyna, the ST 35 is one of the sweetest amps that the company built and will always retain its value ( as do most tubed electronics).
I suspect that while you desire decent electronics the financial situation you are in is merely a temporary condition. A Rega will tide you over for decade or so so while you work your way up the economic scale, and you can still enjoy decent performance. Used speakers are also a very good buy. I personally like old Dynas and speakers like the Advents (which will generally need refoaming of the surrounds, again if you are a hands on guy that shouldn't be so difficult.
With something like Rega it will give you time to scour the swap meets, garage sales, and such, and such and you may find real treasures.
