You're not going to get a quality SET amp under $3,000 new and you certainly aren't getting one with MM/MC and Remote and near 20 watts and with a headphone amp. In fact, I can't think of a good line only SET without remote without headphone outputs for under $3k - even from China.
The least expensive SET amp I have heard that I quite like is the Damn Good Amp from Whammerdyne but it's $5,000 and virtually none of the features you want.
