As C-B said, it depends on whether the current is per tube or for two tubes. If per tube, it is still high. If distributed across both tubes, probably okay.
11W is higher than most get from the 300B, but looking at the data sheet, is achievable without stressing the tube greatly. Still, I personally prefer lower dissipation operating points... but I am conservative.
If you are biasing at less than recommended current and preferring the sound, that should be fine. Tubes are pretty forgiving of operating points until you start ramping up the dissipation or approach/exceed maximum allowable thresholds.
FWIW, without having heard them, I'd prefer your 11W version over the 14W version.
