Good point about money.
But,...You can build systems on the cheap...with DYI effort. Otherwise if you're looking to buy a system using a Triode based amplifier and horn speakers with little loose income, you're hurtin ;> 0
The fostex offering works with a potentially great DIY design. In short, if you are willing to sling solder and cut wood, there's many designs out there to work with, or design for yourself. If you have no tech back ground, there's more of a challenge but not a show stopper.
keep in mind that many of the efficiency requirements that are "Absolute Truths" are still subjective (to a reasonable point).
Example: I run a Triode Strapped EL84 amp (that is well designed and tweeked over a couple of years) with a pair of 92db woofers with a simple crossover and horn tweeter( with 25 feet of speaker cable to boot). The sound to me is very pleasing. Consider that most on this forum would agreed (in type) that a 2 watt amp should not drive this type of load and get satisfactory results.
You can get 2 watts out of a well designed 45 amp....
