Is your 6N1P cathode biased? Is the cathode resitor bypassed? If you are using cathode bias with unbypassed cathode resistor, (no, I am not recommending bypass)you may be forgetting the effects of cathode "degeneration" or current feedback on the input signal. When you incrementally increase your grid voltage with respect to ground, towards 0V, what is your cathode voltage doing? It is increasing as well, so that the effective grid to cathode voltage is less than the amount by which you have increased the input voltage. you can simply measure the Vgk with a scope and observe this action while also measuring Vin. You will find that to achieve the 0 V g-k you will be applying considerably more than 2V drive.Hope this helps
