For Kurt or ? input tube bias?

Kurt, or whoever, I'm wondering about recent posts about 417a's and the low grid bias voltage. I'm a theory novice in tube biasing so I wanted to get some clarification. Is the concern about using a 417 (or, as I've decided to do, 6N1P) the fact that if it is biased at -2 volts, the input signal swing will over power it? The reason I'm curious is that with my 300B amp now using a 6N1P at -2v, the input signal is about 3v rms to get full output from the 300B's (where things start to clip). But 3v RMS would be about 8.5vpp, right? So why doesn't the amp clip at a much lower input swing, or am I missing something? Should I switch to something else for the driver? As a practical consideration, I woulnd't mind higher gain in the amp, maybe I should go back to some two stage configuration, it's about all my preamp can do to get full volume from the power amp.
