What makes sense about this to me is that the 45 is one of the very few tubes as linear as (maybe even more linear than) a 300B. So it can drive the 300B without its own signature dominating. Especially if it is run with a little headroom. The difficulties are primarily the need for DC filaments to keep hum at bay, and the need for another stage to get the needed gain.
