John,I may be confused, but the RCA manual sez the EL84 (6BQ5) needs an 8K load for PP...you may have a higher primary than you think. You might be able to hook up an 8 ohm speaker on the 16 ohm taps and reduce the reflected impedance to 4K (which might work for a 300B)- someone with more experience will need to answer that. A 4K load on a 300B will result in less distortion, and less power. You could run it in parafeed topology which would eliminate the core saturation issue.
This is all speculation...
