I read it again and it is much clearer now, thanks for your input. However; you will note that he is using an alpha of 0.5 and 0.4 where clipping only occurs on the musical peaks. In reality this does happen when you are using very wide dynamic range material.

For example: I was at a demo by McIntosh where they were touting their newest monster amps that are 2000watts continuous (3 chassis per "mono" block) with 8kW peak power. With wide dynamic range material we were able to get peaks of over 1000 watts (it was a large room) as indicated by the Mc meters (they have a peak/hold function). What I found more interesting though was that throughout most of the music the amps were cruising along at 1 watt or less. So they had built these behemoths for approximately 1% of the music while potentially degrading the other 99%! This is what I find wrong with the whole philosophy of such designs.
