Radio frequency noise would be shunted through the stray capacitance of the transformer primary winding. Depending on how the transformer is built, it could be quite effective at reducing RF noise as well as the audio-band junk.
The Hammond choke tweak uses similar properties of the choke. However, the Hammond choke only starts to filter a little bit at frequencies above about 5 KHz. With a tank circuit, the Noise Harvester would be more effective at reducing noise in the 5 to 50 KHz range.
The visual indication is for show, as a resistor would dissipate energy just as well. The indicator could be useful in trouble-shooting a noisy power circuit.
The overall design is clever. Whether it performs well depends on a lot of details in the construction, such as the metallurgy of the plug blades and the acoustic resonance characteristics of the case.
