To the best of my knowledge, FLAC compression level is about how much resources FLAC is allowed to use to find the best possible Linear Prediction Model.
The better the LPM, the smaller the residue hence the smaller the file.
Decoding is a matter of applying the LPM and add the residue.
Hence decoding time is by and large independent of the compression level.
