It is the way it is. Tagging support in WAV is haphazard
There is a standard but it is a bit limited (no album or artwork)
There is a DIY standard, it writes ID3 tags in a info chunk
This is what dBpoweramp, Foobar, etc do.

There seems to be an option in dBpoweramp to create uncompressed FLAC, basically WAV but with the FLAC tagging support.
If you do think there are differences in sound quality between FLAC and WAV try memory playback.
It eliminates all the differences due to PC activity.
