EMI test gear is way out of my budget too. I have an oscilloscope which can be used to see problems but is not something I have used to find and fix issues I've found and fixed thus far. Though it was on the Asylum long ago when Jimmy Neutron convinced my to measure the difference between my grounds using my scope to see the 60Hz there and light bulbs began to turn on for me. It turned out to be an important step for me to take, I believe.

The first level of improvement and probably the biggest improvements I've made I found simply by making system configuration changes and listening to the results. I would play a file of silence, crank the volume and listen to the noises coming out of the speakers. Making the noises get quieter or disappear by making changes in configuration and listening to the results in this manner allowed massive improvements in perceived performance to occur in my system.

The next level of improvements started happening after I decided to try and rip my vinyl and noticed 60Hz (and other various types of things going on) in my A to D signals with my vinyl rig hooked up to the system. I was able to find even more improvements in my system by by experimenting to find configurations to lower the noise floor picked up by the A to D's.

I discovered that single ended gear sharing grounds between channels was causing quite a bit of noise to show up in my system. Unplugging single ended gear sharing grounds between channels caused much of the noise in the Ato D rips to disappear when I'd try it. In order to rip vinyl with the lowest level of noise I can achieve so far, I was forced to upgrade my vinyl rig to have the grounds in the left and right channels isolated from each other right up to the star point at the A to D (the asus PC soundcard in my case). A real pain when you think about it but it has worked very well for me.

All these improvements had a pretty awesome effect on the sound quality that every piece of hardware I've tried in my system is capable of, I've felt. ie get system noise low as possible to allow any hardware to perform it's best is the rule of thumb I've taken away.
