RE: new PC questions

Ad 1: dBpoweramp is a ripper/format converter. What you are looking for is a media player.
Have a look at MusicBee, a very elegant piece of freeware.

Ad 2: directory structure is not the problem, media players use tags (meta data) for album, artist, etc. WAV is a problem as tagging support is poor.

Media players often have an option to generate the tags from folder/file name.

Ad 3: look for UPnP/DLNA. That is the protocol allowing PCs, TVs, Phones to control each other, see each other's content and play. BubbleUPNP is popular on Android.
