Maybe stating the obvious but start with the drivers.
Find a media player supporting WASAPI or ASIO (if your DAC supports it)
Memory playback is another thing to experiment.
There are some slight improvements in Win 10 audio reducing its latency.
I do think it a bit doubtful if this is audible as a delays sec is not of influence but it might allow for lower buffer sizes.
Optimized for audio might imply such a severe tweaking that the interface will suffer from bad response or even crashing of the media player.
