No, this is the implication in Bob Stuart's October 2014 AES paper,
"P14-7 A Hierarchical Approach to Archiving and Distribution," which
you don't appear to have read. After you have done so, see also Stuart's
article from the November 2015 AES Journal at the link below.

And please note that while Bob Stuart remains on Meridian's board, MQA
is a separately incorporated company.
