R1 is just a load resistor to make sure there is current flowing through the regulator. The exact value is not critical at all. I like to keep at least 2-5mA flowing through the regulator no matter what the real load is.
I use these for all kinds of things. My DACs are using different DAC chips than the 1543 right now, so no I'm not actually using one of these for a 1543, but they should work great with one, WAY better than a 7806.
