The sound in this clip sounds much more like a telephone to me, not a door-bell. Perhaps one of your neighbors has either:
a) An old mechanical telephone.
b) A modern mobile phone with the ring-tone set to sound like an old telephone.
In either case, I would expect the ring tone to repeat more than once - unless it automatically went to voice-mail after one ring.
It also could be an alarm clock - but in that case I would expect the length of the tone to vary, depending on how long it took the sleeping person to awaken and shut the alarm off. I think 60 or 80 years ago there were door-bells that sounded something like the sound clip, but I've only heard ones like that in old black and white movies. Good luck.
