If I understand your question regarding USB DACs that use crystals controlling the D/A conversion there's at least one. The Apogee MiniDAC has a two stage input. Data is brought in from USB at 44.1 or 48 and buffered. It's then passed to a second stage for conversion. This effectively eliminates input stage jitter from the conversion stage.
