Voter fraud is Republican code for vote suppression. The way it works is that they find some reason to claim voter fraud (usually it's a handful of improperly completed registration forms), at which point they press the state to put Voter ID legislation in place. This has the effect of disenfranchising a disproportionate number of the poor and elderly who tend to vote Democrat. "Voter fraud investigations" get the US Attorney involved and give the whole sordid adventure a veneer of legitimacy, so they want that to happen.Election fraud on the other hand is about the whole organized process of stealing elections. It's the very last thing they want anyone looking into, because that rock has so many maggots under it. Voter fraud investigations are a part of election fraud , which is why the US Attorney scandal is such a powder-keg, and why Bush is willing to trigger a Constitutional crisis over it.
