And nobody will be willing to forgo their military. In the best of all possible worlds they would be, but this isn't that world. I don't like the thought any more than you do. I live in an oil exporting nation with lots of fresh water, after all - Canada has a huge bullseye painted on its butt. But we need to be realistic about human nature, the kind of world we have created and the constraint that places on the likelihood of various solutions. I expect to see a massive ratcheting of American pressure on Canada over the next 25 years, all of it backed up by military muscle.
