Smoking (tobacco) is now forbidden in many places, the drinking age is now 21 (used to be 18) and there have been legitimate arguments posed about how these legislated restrictions are wrong. OTOH, for the most part, hypocrisy is still frowned upon. That is one of the accusations that has been leveled at David Petraeus, who while commanding troops in the ME terminated high ranking married military officers for infidelity (basically for engaging in the same kind of behavior that he ended up being investigated for doing).
While I agree that folks should feel some loss at his resignation and feel sorry for his family and to a lesser extent for the two women involved (the whistleblower and the author of his bio, "All In", both of whom are now exposed to public gossip that's probably much worse than the indiscretions he resigned over), the idea that he should get a pass for similar actions that he disciplined his own officers for is reprehensible.
As for Presidents, I tend to agree with you, getting laid out of wedlock should not disqualify service for high office. Of course the quality of affair choice made by a candidate or President may have relevance in respect to wisdom and good judgment as seen by the electorate, but that's another issue. On the upside, I don't think infidelity will be a factor in the Obama WH. He seems pretty loyal and dedicated to his family, and he leads by example rather than preaching values, which is hugely refreshing in the wake of the Bush years.
As for French ex-patriots living in Germany, I doubt that anyone has preconceived notions about foreigners and hanky-panky. ;^>
