I'd be more concerned about the management wages and supervisor to worker ratios.

For example, our local Dept. Of Transportation has 5 "supervisors' for every 10 maintenance workers. These "supervisors' all make near $100K/year (or more), plus full benies, and State retirement pension.

Civil servant supervisor/management wages should be looked at, as well as the number of supervisors required per number of subordinates. I'm thinking that a 2:1 ratio is nucking futs.
