That's true ONLY if you judge by Germanic musical theory and precepts!

For instance, a favorite criticism against Tchaikovsky by German theoreticians is that he lazily uses too many sequences in his music. My answer to that criticism would be that there are sequences, and there are sequences! - i.e., such a criticism fails to distinguish the QUALITY of the sequences. I sometimes think that musicologists who complain about Tchaikovsky's sequences are content merely to count them, and yet as far as responding to the absolutely heartfelt qualities that so many listeners respond to in Tchaikovsky's music, these musicologists are like dried prunes!
