Yes, the tweeter is shelved down by ~6dB. That is what gives the MG1.6 its "soft on top" character.The dip at 140Hz is apparent in the Stereophile measurements as well as mine. There's also a dip at 1.4KHz. I'll have to read up on physics, but as I recall the dip and its accompanying peak are both characteristics of resonance (in this case, in the bass panel and tweeter).
My graph is averaged finer than Stereophile's, so it shows more uneveness. I think that small peaks/valleys are not very apparent when playing music. The MG1.6 is certainly a case of "measures bad but sounds great!"
