A frequently-cited effect of brownouts is that amplifiers won't deliver their rated power, i.e. the amp will clip sooner.Another effect is that below a certain AC line voltage, voltage regulators in CD players and preamps won't be able to maintain the proper output voltage. This can lead to hum in analog circuits and errors in digital circuits. Either would be pretty noticable, but the line voltage would have to be very low to encounter this problem.
