The fuse, resistor, and tweeter are all in series, so the same amount of current flows through each one. The fuse rating is set by the maximum amount of current that the tweeter can safely handle. The series resistor doesn't change this, although it would make the fuse less likely to blow at a given SPL because there is less energy going to the tweeter relative to the woofer.
