You're right in that an amplifier playing music will deliver less power into a MG1.6 than into a 4.5 ohm resistor due to the impedance peak.The speaker sensitivity is rated in dB per 2.83 volts (rather than dB per 1 watt) to avoid a dependency on impedance. The amplitude of the music waveform sets the voltage, not power. A good amp will clip when it runs out of voltage, independent of the power being delivered (to reasonable degree).
I did a lot of experimentation in shifting the MG1.6 crossover points, as documented in the archives. I found that a small midrange boost could improve the MG1.6 voicing.
