The inmates are experts on crossover rebuilds. You can find photos of what the crossover is supposed to look like here , here , and here . (These are from Ed Hsu and Mart).
It sounds like the factory accidentally shipped a speaker before the manufacturing was complete. I once bought an electric heater that had this problem, but it cost much less than a 1.6.
Its your call as to what to do next. It may be a 5 minute repair. Or maybe not. You paid for working speakers and I'm sure the dealer will gladly exchange them.
