Fix your room first, as recommended below

Then fix your electrical power supply. A dedicated 15 or 20 amp circuit
is best. If that's not feasible, something like a PS Audio Dectet might
be in order.

You did not mention the size of your room. The bigger your room, the
greater will be the need for adequate amplification. As I'm sure you
know, Magnepans perform better with higher powered amps. If I were you
I'd dispose of that Rotel gear and buy something better.

Be careful, however, how you spend your money. If you buy amplifier A
and later decide you like amplifier B better, you might have a hard time
disposing of A and you will not recover much of the purchase cost (unless
it's MacIntosh).
